Pennsylvania Attorney General Assurances of Voluntary Compliance Files
The files below are Assurances of Voluntary Compliance (“AVC”) from the Pennsylvania Attorney General’s office. Regional Housing Legal Services received these files in response to a Right To Know Request in early 2012.
The AVC are agreements entered into between manufactured home community owners and the Pennsylvania Attorney General’s office. Only one file has been modified by RHLS – it has been redacted to remove homeowner contact information such as names, addresses, and phone numbers.

- Issues: Important notice required by law, posting, sales commissions, entrance and exit fees, access to tradesmen.
- 1980_10_14 Pa v Eastern Dawn MHP et al
- Issue: Right to sell home in place.
- 1982_7_13 Dowells Mobile Home Park
- Issues: Unfair and unreasonable rules and regulations, failure to disclose fees, removing personal property without notice, security deposits.
- 1982_11_17 Witko Mobile Home Park
- Issue: Choice of vendor.
- 1983_4_28 Pa v Strause
- Issue: Posting, arbitrarily raising rent, evicting without stating grounds for eviction and evicting tenants for exercising their rights.

- Issues: Unreasonable rules regarding rent charged for number of people in home and exit fees.
- 1998_3_4 PA v Coulter
- Issues: Failure to post important notice required by law, unreasonable rules regarding rent charged for visitors, confession of judgment clause, excessive interest disallowed by the Motor Vehicle Sales Finance Act.
