The Low-Income Home Energy Assistance Program (LIHEAP) provides low-income households with assistance to help pay the costs of home energy consumption. In Pennsylvania, LIHEAP supplements are intended primarily to assist with paying the cost of heating a residence during the cold weather months. LIHEAP is funded by the Federal government but administered by the states. In Pennsylvania, the Department of Public Welfare (DPW) is charged with administering the LIHEAP program through local County Assistance Offices and other agencies.
Each year the Pennsylvania Utility Law Project (PULP) issues the LIHEAP Pennsylvania Advocates Manual. The latest edition – for 2012-2013 is now available. The LIHEAP Pennsylvania Advocates Manual is produced by PULP for members of the Pennsylvania Legal Aid Network and others who assist low-income individuals..
