On March 23 and 24th, PULP Co-Directors Patrick Cicero and Harry Geller testified before the Pennsylvania House of Representatives’ Consumer Affairs Committee. Patrick’s testimony concerned HB 1047 which PULP opposes because it would make permanent the provisions of Chapter 14 of the Public Utility Code. Chapter 14 has had a significantly negative impact on the lives of low-income households, including more than 130,000 households who have been summarily denied payment arrangements by the Public Utility Commission. Harry’s testimony concerned the changes that must be made to Chapter 14 prior to any reenactment. During this legislative session, PULP will continue to work to undo the damage caused by Chapter 14.
