RHLS Executive Director, Mark Schwartz, and Associate Director, Rachel Blake, blogged for Rooflines (the online arm of Shelterforce) about the New Markets Tax Credit (NMTC) program. Recognizing the value of the program, Schwartz and Blake call for it to do more for low-income people in the neighborhoods where NMTC investment takes place. Schwartz and Blake argue that additional attention should be paid to “Financial Counseling and Other Services” in the NMTC program because that service helps ensure that the benefits go to directly individuals in the community versus other types of investment, which may only have indirect effects.
