RHLS is thrilled to announce that Rachel Hezel Rzayev has joined us as our newest Senior Staff Attorney.
Rachel has over 12 years of experience working in the field of affordable housing and community development, with expertise in Low-Income Housing Tax Credits (LIHTC), New Market Tax Credits, and Historic Tax Credit structuring.
Most recently Rachel was a consultant with a private development consultant group, where she provided development and consulting services to nonprofit entities building affordable housing in New York State. She has experience in all aspects of the development process from assisting with applications for funding, to assisting though the predevelopment and development process, and with the drafting, review and negotiation of documents needed for construction and permanent financing.
Rachel is a graduate of University of Buffalo Law School, where she was Co-Executive Editor of the ABA Journal of Affordable Housing and Community Development Law as well as Head Note and Comment Editor of the Buffalo Law Review. Rachel also has an LLM in Taxation from NYU School of Law.
In addition to Rachel’s strong academic and professional credentials, she was motivated to join RHLS because of our mission based focus.
Rachel believes that “Affordable housing is where my desire for an equitable and just society and my pragmatism meet. Housing is both the right thing for a society to provide and is generally a sound economic investment.”
