For people looking for assistance with home repair and weatherization, rental assistance, homelessness resources, legal aid, housing disability needs, or help with utilities, RHLS has begun compiling housing resources by county. We will continue adding more counties to our housing resource page, so check back frequently!

In addition, RHLS has published a report detailing how supportive housing, landlord screening practices, and incentives for landlords can be utilized to remedy the challenges facing returning citizens’ need for affordable housing. These examples hope to demonstrate how jurisdictions across Pennsylvania can implement initiatives to help the re-entry population become thriving community members.

RHLS has also published helpful information and resources for tenants looking for or currently living in affordable housing. As specialists in the rules of the Low Income Housing Tax Credit (LIHTC) rental housing structure, we understand that it is complex with many rules and guidelines. Navigating these rules can be daunting for tenants searching for affordable housing, especially those tenants with special or challenging circumstances.

For these persons, RHLS has written a comprehensive tenants’ guide to *Low-Income Housing Tax Credit (LIHTC) rentals that explains this important but not well-understood program. The guide is written for advocates and tenants who are searching for affordable rental housing, as well as for current residents of LIHTC properties.

RHLS has prepared tenant debt resource material both for people struggling with debt and for the advocates that champion affordable housing. This resource includes a tenant debt toolkit and a fair housing and tenant screening best practices memo for housing developers and property managers.

We also provide helpful links for individuals facing evictions in Pennsylvania in the form of a referral website for applying for legal aid, as well as several other resources such as utility shut-off prevention and social service assistance.
