The Mosaic Apartments affordable housing development ceremonially broke ground in May in the Oakland neighborhood of Pittsburgh, but came to a financial close in July and is scheduled to be finished by spring 2025. RHLS Executive Director Dina Schlossberg worked with Director of Development Legal Services, Kim Dolan, and Pittsburgh-based Staff Attorney, Kelly Prokop, to close this deal.
There will be 48 apartments, mostly one-bedroom, in an apartment complex specifically marketed to LGBTQ+ seniors with a strong emphasis on inclusivity and community support. The complex will address the unique needs of LGBTQ+ adults aged 62 and older by fostering a sense of community and belonging. Rent will be based on income, the current income limit is $64,800 for 2024. The development will house some formerly homeless individuals made possible through HUD housing vouchers.
The apartment complex will have on-site parking, 24-hour emergency maintenance, and a community room. It will even be pet-friendly, with a dog wash station! The location will provide easy access to both essential services and cultural activities. The development is in the heart of a diverse neighborhood home to multiple universities. Several world-class hospitals are within blocks of the development, as well as museums, libraries, and multiple music and performance venues. There is easy access to downtown, Southside, and other neighborhoods by bus – free for seniors!
More than $28 million has been raised for this initiative, supported by nine major funding sources, including $4 million in low-income housing tax credits from the commonwealth of Pennsylvania through the PA Housing Finance Agency. UPMC, the University of Pittsburgh, and Dialysis Clinic, Inc. donated the use of the land for this development via no-rent 75-year land leases which have helped ensure the project’s long-term affordability.
