RHLS and PULP urge for more supportive housing, advancing racial equity, and environmental justice in PHFA’s Qualified Allocation Plan

The federal rules for the Low-Income Housing Tax Credit (LIHTC) require each state agency that allocates tax credits, generally called a housing finance agency, to have a Qualified Allocation Plan (QAP). The QAP sets out the state’s eligibility priorities and criteria for awarding federal tax credits to housing properties. Anyone can submit comments to their state housing finance agency.

The Pennsylvania Housing Finance Agency allocates the tax credits in this state. RHLS and PULP have provided comments urging the agency to consider increasing supportive housing, advancing racial equity, adjusting program requirements, and prioritizing climate resiliency and environmental justice in site selection.
