Pennsylvania Utility Law Project
The Pennsylvania Utility Law Project (PULP) is a project of Regional Housing Legal Services (RHLS). PULP assists Pennsylvania’s low income residential utility and energy consumers connect to and maintain affordable utility and energy services within their homes. They also provide information, assistance, and advice about residential utility and energy matters affecting low income consumers to legal aid practitioners, social services organizations, government officials, and other utility advocates. PULP serves all of Pennsylvania and is based in Harrisburg, PA.
