
Affordable utilities are critical to housing security for families with low incomes. For affordable housing providers that include utility costs in the rent they charge tenants, maintaining affordable utilities is also critical to reducing their operating costs.
Act 129 of 2008 is a Pennsylvania law requiring large electric distribution companies, such as PECO or Duquesne Energy, to implement Energy Efficiency and Conservation programs to help customers save energy, lower bills, and reduce peak demand. It also requires plans for smart meter installation.
This is an ongoing initiative overseen by the Pennsylvania Public Utility Commission. It intends to offset rising electricity costs by funding various efficiency measures and technologies through utility programs, with plans evaluated in multi-year phases. It is currently approaching Phase 5.
