Preserving Affordability in Mid-Sized Properties: Opportunities for Action

Join the Housing Alliance of Pennsylvania, Regional Housing Legal Services, Neighborhood Allies, and LISC Philadelphia as we build on the momentum to preserve affordable rental housing across Pennsylvania!
This session will build upon the Governor’s Housing Action Plan and the robust discussion from the 2025 Homes Within Reach Conference. Together, we will develop locally driven preservation actions and opportunities to advocate for statewide policies that could improve the preservation ecosystem in Pennsylvania.

All are welcome, but we especially encourage participants and attendees of the 2025 Homes Within Reach Preservation Workshops and Technical Assistance sessions on December 4th and 5th 2025.

Thousands of affordable rental homes in Pennsylvania are nearing the end of their affordability restrictions, making preservation more urgent than ever. This is especially true for properties consisting of 24 units or less and are located in big cities, small towns, and rural communities across the commonwealth.
However, community leaders and housing advocates don’t always know which buildings are at risk until it’s too late. Advancing practical strategies to identify the housing at risk of losing its affordability and how to get the preservation started sooner rather than later is critical.
