SUMMARY:Post-Occupancy Evaluations for Affordable Housing Design
DESCRIPTION:The role of the architect in affordable housing design typically ends at completion. Construction finishes\, residents move in\, and designers move on to other projects. But what happens next? How do those funding\, designing\, building\, and operating affordable housing know if their buildings work for residents? \nPost-Occupancy Evaluation (POE) offers a way to move beyond design intent and assess real-world performance\, including through resident engagement. But formal POEs remain rare\, inconsistent\, and difficult to fund within the US housing system. This webinar brings together a panel of architects and nonprofit developers who have completed or are in the midst of POEs of affordable housing projects. In a series of short presentations and a conversation to follow\, speakers will examine how resident-centered POEs are conducted today and how they might be embedded more systematically in the delivery and management of affordable housing. \nA transcript of this discussion will be edited for inclusion in The State of Housing Design 2027\, a book to be published by the Joint Center for Housing Studies in early 2027. \nRegistration link. \nPanelists:\nArchitects:\nKatie Ackerly\, David Baker Architects (California)\nRegina Chen\, MASS Design Group (Massachusetts)\nJessica Goswick\, Architects FORA (California)\nCory Hawbecker\, Holst (Oregon) \nDeveloper/Manager:\nJake Rosen\, Resources for Community Development (California) \nModerator:\nAaron Smithson\, Harvard Joint Center for Housing Studies (New York) \nPhoto: JJ Carroll House\, Brighton\, MA\, courtesy of MASS Design Group

SUMMARY:Local Courts\, Local Solutions: Pennsylvania's New Landlord Tenant Mediation Rule
DESCRIPTION:Date: Tuesday\, April 28\, 2026| 2:30 PM – 3:30 PM \nDescription: \nJoin the Housing Alliance on April 28th\, from 2:30 – 3:30 PM for a webinar on Pennsylvania’s new rule that gives the President Judge of each judicial district the authority to create or coordinate with landlord-tenant mediation programs aimed at preventing evictions. \nWhy this matters: \nLandlord-tenant mediation programs can help prevent evictions by giving landlords and tenants a chance to reach workable agreements before final judgment. These programs can help keep families housed\, reduce court caseloads\, lower turnover costs for landlords\, and support faster\, more practical resolutions for both parties. By removing a major administrative barrier\, this rule enables communities to respond quicker to rising eviction rates and other urgent housing needs.\nRegister by clicking here. \nWhat will be covered: \n\nWhat the new rule does and does not include\n\n\nThings to consider when partnering with the courts\n\n\nHow to get a mediation pilot started in your community\n\nSpeakers:   \n\nAngharad Stock\, Esq.\, Chief Deputy Court Administrator\, Fifth Judicial District of Pennsylvania\n\n\nMatthew S. Rich\, Staff Attorney\, Mid Penn Legal Services\n\n\nModerator: Gale Schwartz\, Director of Programs and Outreach\, Housing Alliance of Pennsylvania\n\nWho should attend  \n\nLegal aid and mediation program staff\n\n\nHousing advocates and community organizers\n\n\nLandlords and property managers\n\n\nSocial service and homelessness prevention providers\n\n\nTenants and tenant organizations\n\nWhen\nTuesday\, April 28\, 2026\n2:30 PM – 3:30 PM (EDT)\nThis is an online event:\nLink will be visible upon registration

SUMMARY:Preserving Affordability in Mid-Sized Properties: Opportunities for Action
DESCRIPTION:Join the Housing Alliance of Pennsylvania\, Regional Housing Legal Services\, Neighborhood Allies\, and LISC Philadelphia as we build on the momentum to preserve affordable rental housing across Pennsylvania! \nThis session will build upon the Governor’s Housing Action Plan and the robust discussion from the 2025 Homes Within Reach Conference. Together\, we will develop locally driven preservation actions and opportunities to advocate for statewide policies that could improve the preservation ecosystem in Pennsylvania. \nRegister today. \nWho Should Come:  \nAll are welcome\, but we especially encourage participants and attendees of the 2025 Homes Within Reach Preservation Workshops and Technical Assistance sessions on December 4th and 5th 2025. \nSpeakers:  \n\nDeanna Dyer\, Policy Director\, Regional Housing Legal Services\nDaniel Swain\, Program Officer\, LISC Philadelphia\nJack Stucker\, Supervising Attorney\, Regional Housing Legal Services\nMatt Madia\, Vice President of Real Estate Services\, Neighborhood Allies\n\nModerator: Gale Schwartz\, Director of Programs and Outreach\, Housing Alliance of Pennsylvania \nMore Information: \nThousands of affordable rental homes in Pennsylvania are nearing the end of their affordability restrictions\, making preservation more urgent than ever. This is especially true for properties consisting of 24 units or less and are located in big cities\, small towns\, and rural communities across the commonwealth. \nHowever\, community leaders and housing advocates don’t always know which buildings are at risk until it’s too late. Advancing practical strategies to identify the housing at risk of losing its affordability and how to get the preservation started sooner rather than later is critical. \n  \n  \n

SUMMARY:Web Event: Lunch & Learn: Act 129 and Utility Help for Pennsylvania Households
DESCRIPTION:Join us on Wednesday\, January 7\, 2026\, from 12:00–12:30 PM for a brief Lunch & Learn meeting on Pennsylvania’s Act 129 Energy Efficiency and Conservation (EE&C) program. What is Act 129? Act 129 requires Pennsylvania’s largest electric utility companies—those that serve 100\,000 or more customers—to create and implement plans that reduce electricity consumption and reduce peak demand (the highest periods of electricity use). These plans include programs that offer rebates\, discounts\, and energy-saving programs for homes and businesses—like money back for efficient lighting\, appliances\, or heating and cooling systems. They also require utilities to reach out to landlords and housing providers who serve low-income tenants\, so the people who need these benefits most actually receive them. The law is implemented in multi-year phases and electric companies across PA have submitted their latest plan. Now we have the opportunity to review those plans and submit comments to ensure the electric companies are doing the most they can to help ease the energy burden of PA families! What will be covered:\n\nWhy Act 129 matters for low-income households\nHow multi-family providers can leverage the program\nHow you can engage in the public comment process\n\nWho Should Attend:\n\nHousing developers\nMulti-family owners and property managers\nHousing advocates/community organizers\nLow-income tenants\nCommunity development professionals\n\nSpeakers:\n\nJack Stucker\, Regional Housing Legal Services\nLevi Phillips\, Pennsylvania Utility Law Project\n\nModerator: Gale Schwartz\, Housing Alliance of Pennsylvania

Value of Partnerships Among Mission Aligned Groups in this Changing Environment \nRecent changes in the affordable housing landscape have created new obstacles for providers. Costs of building and operating have risen sharply while public resources remain largely the same\, and policy instability makes planning and compliance more difficult. Addressing these challenges requires resources and expertise that many organizations struggle to mobilize alone\, leaving smaller nonprofits at a disadvantage when competing for scarce funding. Partnerships are more important than ever\, allowing mission-driven groups to pool resources and complement each other’s strengths in development\, services\, operations\, and community engagement. Join us to explore collaboration models\, share lessons learned\, and discuss strategies for building effective partnerships that expand affordable housing opportunities. \nDina Schlossberg\, Executive Director\, RHLS \nVidhi Anderson\, Vice President of Development\, HumanGood \nJudith Memberg\, Executive Director\, Genesis Housing Corporation \nRenée Cunningham\, Executive Director\, Center in the Park \nC4. Building on this foundation\, panelists will share how CLTs in Pennsylvania are innovating to meet community needs—through approaches such as rental cooperatives\, self-help housing programs\, modular development\, and the use of New Market Tax Credits to expand affordable housing opportunities. Join us to learn how CLTs are shaping housing solutions and discover practical strategies for creating lasting affordability in your community. \nKelly Prokop\, Senior Staff Attorney\, RHLS \nJulie Wilson\, Executive Director\, Common Roots \nJulie Nigro\, Director of Real Estate\, City of Bridges CLT \nStefanie Clark\, Family Program Director Habitat for Humanity of Bucks County \nC6. The simulation guides participants to understand why racial equity is so important to ending hunger and poverty in the United States.
