What does RHLS do? 
Regional Housing Legal Services (RHLS) is a nonprofit law firm. We offer legal help to  nonprofits and other groups that build or protect affordable housing in Pennsylvania. Learn more at Our Services. We do not represent individuals.
Does RHLS represent individual tenants or homeowners? 
No, if you need help with an eviction, foreclosure, or landlord-tenant issue, visit our Housing Resources page for county-specific referral sheets and legal aid contacts. The PA Legal Aid Networkalso provides a search tool to find a legal aid office or public service attorney. PALawHELP.org provides a comprehensive website that offers legal resources for a variety of issues. 
Where can I locate information about tenant rights?
PALawHELP.org has a comprehensive list of resources and publications regarding tenant rights. For residents of Philadelphia, the Tenant Union Representative Network offers a variety of housing related services including tenant rights workshops and individual counseling, hotline assistance, organizing assistance, as well as rental and mortgage assistance. 
Who can request your services?
Our clients include a wide range of groups looking to make positive change with affordable housing in their communities. We represent nonprofits such as community-based development corporations, volunteer-led groups, tenant associations, and other public agencies or authorities working on affordable housing or community-development projects in Pennsylvania and Delaware. We encourage interested organizations to have a brief conversation with a member of our staff before submitting a request.  
What kinds of projects do you handle?
Typical engagements include Low-Income Housing Tax Credit (LIHTC) developments, supportive housing initiatives, preservation assistance, community land trusts, New Markets Tax Credit transactions, manufactured-home park preservation, and anti-displacement work. If your effort expands affordable housing or strengthens a low-income community, we can probably help. 
What geographic area do you cover?
RHLS serves organizations based anywhere in Pennsylvania and Delaware.  
How do we request RHLS services?
We encourage those interested in our services to have a conversation with one of our staff members prior to applying for services via our web form. You can also complete our secure online intake form. It takes 20–30 minutes to complete. Have your organization’s demographics, recent financials, and a short statement on how your work advances racial equity ready before you start. 
We’re early in project planning, when should we reach out to RHLS?
The sooner the better. Early legal input can shape site control strategies, capital stacks, and compliance timelines, preventing costly delays later. 
Where are RHLS attorneys licensed to practice?
 All staff attorneys are licensed in Pennsylvania; several hold additional admissions (e.g., New Jersey, Delaware, federal district courts) as project needs require. 
How is the Pennsylvania Utility Law Project (PULP) related to RHLS?
PULP is a specialized component of RHLS that provides information, assistance, and advice about residential utility and energy matters affecting low income consumers. Learn more at www.pautilitylawproject.org
