Policy Priorities

Our policy and advocacy work is an essential complement to the legal services we provide.

We transform lessons from the field into broader systems change. Our focus is moving forward issues related to housing justice by remaining grounded in local realities and community voices.

How We Work

We synthesize the experiences of our clients working to develop, manage, and preserve affordable homes to recommend systems improvements.

We work in coalition with local, statewide, and national organizations to advance goals related to our key issue areas.
We utilize research, data, and mapping to help bring attention to key trends, best practices, and policy impact.
We make connections across sectors and bring voices to the table to make positive change.  
We provide training and resources to increase understanding of key policy issues and their impact on both provider agencies and individuals/families.  

Housing
Law Group

RHLS is a proud member of the Pennsylvania Legal Aid Network. As part of our role in the network, we coordinate the PLAN Housing Law group, which encourages legal aid attorneys to share relevant information about housing issues relevant to both renters and homeowners. The group works together to identify needed support or expertise, coordinate statewide advocacy efforts, and collaborate on local advocacy as well as litigation strategies.


The group engages in drafting public comments, writing amicus briefs on matters of statewide concern, and engaging in administrative advocacy on landlord-tenant issues. The Housing Law Group is one way that RHLS serves as a convenor and connector between legal services providers and housing/social services providers.
