Commonwealth Housing Legal Services (CHLS) is an independent nonprofit support corporation for Regional Housing Legal Services (RHLS).

CHLS provides legal and technical assistance services to nonprofit organizations that have received allocations of Low-Income Housing Tax Credits for the development of affordable housing.  

In some circumstances, CHLS may also provide consulting services to organizations, businesses, and others that need the expertise of RHLS attorneys on specific matters.  

The fees charged by CHLS for legal representation and consulting support the ability of RHLS to provide flexible and responsive representation at no cost for emerging organizations.
