
Congratulations to our clients who have received Low-Income Housing Tax Credit (LIHTC) allocations for 2025. The Low-Income Housing Tax Credit, administered by the Pennsylvania Housing Finance Agency (PHFA), provides funding for affordable housing construction. You can read about the basic structure of a tax credit deal on our website.
RHLS represents approximately 100 community groups each year in the development and preservation of affordable homes. LIHTC is the most common funding mechanism for developing affordable rental homes in Pennsylvania, but it requires complex legal support. Our attorneys support clients from planning and predevelopment until the moment new residents open their doors. RHLS clients who receive tax credit awards are represented by CHLS, an independent support corporation that collects under-market attorney fees for their work. These funds help support the work of RHLS in providing legal representation at no cost.
The developments that have received LIHTC awards in the most recent round will provide affordable homes, community spaces, and services to their communities:
Chartiers Avenue Apartments, Action-Housing
This is a new construction LIHTC development with forty total units, including set asides for veterans, on Chartiers Avenue in McKees Rock, PA. Senior Staff Attorney Kelly Prokop will work with Action on this deal.
Camino De Oro II, Asociación de Puertorriqueños en Marcha
This development will add thirty-eight affordable homes for seniors in North Philadelphia and provide multi-faceted social services to promote independent living. Supervising Attorney Jack Stucker will work with APM.
Nayda Cintron, Women’s Community Revitalization Project
WCRP works with very low-income women in Philadelphia, providing stable, supportive housing for them and their families. The new development will add forty new homes in North Philadelphia. Supervising Attorney Raina Mehta will work with WCRP.
TLC Capstone, TLC Work-Based Training Program
TLC Capstone builds on the success of earlier supportive housing developments in Harrisburg. This project will be scattered-site housing that will provide residents with essential services and resources to help them transition successfully into stable housing and long-term self-sufficiency. Director of Housing Legal Services Kim Dolan will work with TLC on this project.
This LIHTC award will help create thirty new homes and connect to the existing Hickman property “Mary Taylor House”. This new housing will join HACC’s portfolio of housing, which is a mix of senior housing and homes for people with disabilities in West Chester. Kim Dolan will be the lead attorney in this development.
