Covenant House Philadelphia is expanding with more homes for young people.

RHLS represented Covenant House Pennsylvania in the adaptive reuse of a 3-story dilapidated, vacant commercial building on Germantown Avenue.  The building was deeded to CHPA in 2016 and is around the corner from Covenant House’s existing headquarters on Armat Avenue. 

This project will redevelop the 11,000 square foot building into twelve units for formerly homeless young people who are already receiving services on Armat Avenue.  These new living spaces will be built in conjunction with several administrative offices and a community space where the young people can receive training, engage in collaborative activities, and receive services.  

RHLS’s Laura Schwartz, Director of Economic Development, assisted Covenant House with the first phase of the renovations, including funding from the Federal Home Loan Bank of Pittsburgh and the City of Philadelphia. After Laura retired, Kim Dolan, head of Development Services at RHLS, picked up the representation and assisted with closing on New Market Tax Credit financing in Phase II this past September of 2025.  Stone Sherick also worked as a partner on this rehabilitation project.

Covenant House Pennsylvania is part of the international organization, Covenant House. They provide immediate and long-term support services for youth facing homelessness in 34 cities across Canada, Latin America, and the United States. Covenant House Pennsylvania (CHPA) provides safe shelter, housing programs, and supportive services for young people aged 18-24 who are experiencing or at risk of homelessness and human trafficking.
